Inclement Weather and Cancellations

Legacy Policy


This policy serves to provide information to the University community on the procedure for dealing with inclement weather or other emergency situations, which will involve cancellation of classes, closing of the University, delay in opening the University, or early release.


This policy addresses steps to be taken by the University community in the event of inclement weather or other emergency situations (i.e. power outages, snow emergencies, water failure, building damages, etc.), which might hamper the normal business operations of the University.


This policy was developed to foster proper communication channels throughout the University community and to ensure continuation of campus services in the event of an emergency situation with the use of essential personnel. In general, essential personnel include, but are not limited to facilities, campus safety and food service personnel. The presence of other employees may be required given the circumstance and nature of the closure, cancellation or delay; the programs and services that remain active on campus, and/or the presence of students in the residence halls. Supervisors must evaluate their departmental/division needs and notify their staff appropriately whether their presence is required.



Utica University rarely cancels classes or closes offices, but any cancellations, closings, or delays at the start of the day can be obtained by calling the University switchboard at 792-3111. Announcements will also be made on local radio and TV stations. A complete list of stations on which you can hear these notices is listed bellow.

In the event of a cancellation or closing during the workday, announcements will be sent out as soon as the decision is made via campus voice mail and e-mail. Normal mail and courier runs will be canceled immediately. Please contact the campus safety, facilities management, and switchboard offices only in the case an emergency.


In the event that the University should close, delay in opening or release faculty and staff members early, Utica employees will be paid their normal salary. However, SCT and Professional Staff members must record the time away from their positions on their time sheet and or Compensated Absence Report indicating the reason for the absence (e.g. inclement weather, power outage, etc.).

Essential personnel who are expected to report to work or who continue to work their regular schedule will be compensated for those hours worked at straight time pay. Overtime pay will only be paid when required under NYS Law.

If the University is open and employees are concerned about inclement weather conditions, employees have the option of using their personal or vacation time or taking the time without pay with their supervisor’s advanced approval.

  • It is the responsibility of Utica University to provide a safe learning and working environment for the University community.
  • It is the responsibility of the University community to remain alert to inclement weather and emergency situation and to access the appropriate communication resources as necessary.
  • It is the responsibility of all supervisors and/or department heads to determine essential personnel necessary to continue operations of the University in an emergency situation.

Enforcement of Utica University policies is the responsibility of the office or offices listed in the “Resources/Questions” section of each policy. The responsible office will contact the appropriate authority regarding faculty or staff members, students, vendors, or visitors who violate policies.

Utica University acknowledges that University policies may not anticipate every possible issue that may arise. The University therefore reserves the right to make reasonable and relevant decisions regarding the enforcement of this policy. All such decisions must be approved by an officer of the University (i.e. president, vice president for academic affairs, or vice president for financial affairs).
